Wash. Const. art. XXVII, § 3
DEBTS, FINES, ETC., TO INURE TO THE STATE
All debts, fines, penalties and forfeitures, which have accrued, or may hereafter accrue, to the Territory of Washington, shall inure to the State of Washington.
