The manuals the agency actually decides from.
20,436 sections of sub-regulatory material — the manuals, transmittals and interpretive instructions a caseworker, a surveyor or a contractor reads when the regulation runs out. It is not binding law, every response in this corpus says so, and pretending otherwise is the single most expensive mistake an agent can make with it.
Records in the ‘guidance’ corpus, and only that corpus, are sub-regulatory (interpretive guidelines, survey procedures) and are not binding law.
That sentence ships on the record, not in our documentation, because the consumer is usually a model and a model reads the payload. The corpus boundary is the same claim in structural form: guidance is a corpus of its own so that nothing in it can be mistaken for a regulation by an agent that only looked at the citation.

Nine titles, 155 chapters, one row per section, displayed the way a brief cites it — “Justice Manual § 9-27.220”. That section is the Principles of Federal Prosecution: the grounds on which a United States Attorney commences or declines a charge.

28 C.F.R. was already here; these are the policies underneath it, which is where the answer usually is. Both are guidance and both carry the disclaimer above — the Justice Manual says so of itself, in § 9-27.150, and confers no rights on a defendant.
