Wash. Const. art. XI, § 13
PRIVATE PROPERTY, WHEN MAY BE TAKEN FOR PUBLIC DEBT
Private property shall not be taken or sold for the payment of the corporate debt of any public or municipal corporation, except in the mode provided by law for the levy and collection of taxes.
