VERMONT SUPREME COURT

FEBRUARY TERM, 2026

Order Promulgating Amendment to Administrative Order No. 14

Pursuant to the Vermont Constitution, Chapter II, §§ 30, 31, and 37, it is hereby ordered:

1. That Administrative Order No. 14, be amended to read as follows (new matter underlined,

deleted matter struck through):

APPELLATE AND ADMINISTRATIVE RESPONSIBILITIES OF THE SUPREME COURT

To implement the appellate and administrative responsibilities of the Supreme Court under

Chapter II, § 30 of the Vermont Constitution, the State of Vermont is divided into four areas as

follows:

Area I Chittenden Area II Rutland

Grand Isle Addison

Franklin Bennington

Essex Windsor

Area III Windham Area IV Washington (administrative boards and agencies)

Lamoille Caledonia

Washington (trial courts) Orleans

Orange

One Associate Justice will be assigned from time to time, to each area, having responsibility in that

area to entertain motions authorized under the statutes and the Rules of Appellate Procedure for

decision by a single Justice of the Supreme Court. The assigned Justice will have the further

responsibility of acting as liaison between the Courts within the area and the Supreme Court in its

administrative capacity.

Until further order, the assignments are as follows:

Associate Justice Drescher Carroll Area I

Associate Justice Nolan Cohen Area II

Associate Justice Waples Area III

Associate Justice Eaton Area IV

2. That this Order, as amended, be promulgated effective immediately.
