Va. Model Jury Instr. Crim. No. 30.610
Public Record—Definition
A public record is any recorded information that documents a transaction or activity by or with
any public officer, agency or employee of an agency. The determination of whether recorded
information is a public record does not depend on its physical form or characteristic, or on the
medium upon which such information is recorded. The recorded information constitutes a public
record if it is (1) produced, (2) collected, (3) received, or (4) retained in pursuance of law or in
connection with the transaction of public business.

Unofficial copy of government-published law, reproduced from official sources with full provenance. Not an official publication; verify against official sources before relying on it in a filing. Records in the 'guidance' corpus, and only that corpus, are sub-regulatory (interpretive guidelines, survey procedures) and are not binding law. Validity bounds follow each jurisdiction's declared temporalBasis.
