D.S.C. Local Civ. Rule 83.VIII.01
Filing of Civil Rights Actions
All complaints filed by state, federal, and
local prisoners seeking relief under 42 U.S.C. § 1983 et seq., or under the holding in Bivens v.
Six Unknown Members of Federal Bureau of Narcotics, 403 U.S. 388 (1971), shall be filed with
the court in compliance with the instructions of the clerk of court on the appropriate form(s) or
on forms substantially similar. Instructions and the appropriate forms may be obtained from the
clerk of court without charge.
