E.D. Pa. L. Civ. R. 4.1
Special Appointment for Service of Process
Requests for special appointment of a named person, other than the United States Marshal
or the Marshal’s deputy, to serve process pursuant to Federal Rule of Civil Procedure 4(c)
must be in the form of a written motion accompanied by the representation of counsel that the
named individual is or would be competent and not less than eighteen (18) years of age,
and is not and will not be a party to the action.
