Stipulations

An agreement or consent between the parties or the parties’ attorneys in respect to proceedings in

this court is not binding, unless the agreement or consent is: (1) signed by all parties or the parties’

attorneys, filed, and adopted by the court; or (2) made in open court, on the record, and adopted

by the court.
