D. Guam GNLR 2.1
Sanctions and Penalties for Noncompliance
(a) Violation of Rule. The violation of or failure to conform to any of these Local Rules, the Federal Rules
of Civil Procedure, Federal Rules of Criminal Procedure, Federal Rules of Appellate Procedure, the
Admiralty Rules, and the Bankruptcy Rules shall subject the offending party or counsel to such penalties,
including monetary sanctions and/or the imposition of costs and attorneys' fees to opposing counsel, as
the Court may deem appropriate under the circumstances.
(b) Failure to Appear or Prepare. Failure of counsel for any party to take any of the following steps may
be deemed an abandonment or failure to prosecute or defend diligently by the defaulting party:
(1) Complete the necessary preparation for pretrial;
(2) Appear at the scheduling conference or pretrial conference;
(3) Be prepared for trial on the date set; or
(4) Appear at any hearing where service of notice of the hearing has been given or waived.
Judgment may be entered against the defaulting party either with respect to a specific issue or
on the entire case.
