Disciplinary Panel

(a) APPOINTMENT.

The Chief Judge shall appoint three judges of the Court to be known as the Disciplinary

Panel and shall appoint two additional judges to serve as alternate members. The

Disciplinary Panel shall have jurisdiction over all judicial proceedings involving the

disbarment, suspension, censure or other discipline of attorneys subject to these Rules.

(b) POWERS OF INDIVIDUAL JUDGES.

Nothing contained in these Rules shall be construed to deny to this Court or to any

individual judge or United States Magistrate Judge thereof or to the United States

bankruptcy judge such powers as are necessary for the Court to maintain control over

proceedings conducted before it, such proceedings for contempt under Title 18 of the

United States Code or under Rule 42 of the Federal Rules of Criminal Procedure, or to

deprive any judge or magistrate judge of his/her inherent power of discipline for conduct

committed in the presence of the Court.

History

COMMENT TO LCvR 83.13: Section (b) makes clear the power of an individual judge, bankruptcy judge or magistrate judge, to maintain control over proceedings through the contempt power or otherwise to discipline for conduct in the presence of the Court.
