4th Cir. R. 46(e)
Attorney's Fees and Expenses
The Court may award attorney's fees and expenses whenever authorized by statute. Any
application for an award must include a reference to the statutory basis for the request and a
detailed itemization of the amounts requested. Court-appointed counsel may apply for an award of
fees and expenses, but any award by the Court is in lieu of the regular appointment fees provided by
the Court. In certain agency cases, counsel may submit the standard government form for fees and
expenses provided by the agency for approval by the Court.
