Circumstances
11.2.1 The provisions of 28 U.S.C. Section 455 and 28 U.S.C. Section 144
regarding recusal are fully incorporated here.
11.2.2 (a) With respect to "financial interest" as used in 28 U.S.C. Section 455,
ownership of a small percentage of the outstanding shares of a
publicly traded corporation which is a member of a trade association
that is a party to the lawsuit is not a "financial interest" in the subject
matter in controversy or in a party to the proceeding unless the
owner has an interest that can be substantially affected by the
outcome of the proceeding.
(b) Ownership of a small percentage of the outstanding shares of a
publicly traded corporation that is listed as a creditor of the bankrupt
who is a party to the lawsuit is not a "financial interest" in the subject
matter in controversy or in a party to the proceeding unless the
owner has an interest that can be substantially affected by the
outcome of the proceeding.

(c) An insurance policy issued to a judge or a member of his or her
family is not a "financial interest" in the insurance company.
