Responsibility of Panel Prior to Scheduled Sitting

This court has the tradition of carefully reading briefs and reviewing appendices

prior to oral argument or conference. Inherent in Local Appellate Rule 34.1 is the

understanding that each judge will read the briefs and review the appendices a

minimum of 11 calendar days before the first day of the panel sitting.
