N.D. Cal. Civil L.R. 77-8

Pursuant to 28 U.S.C. § 351(a), any person alleging that a Judge of this Court has engaged in

conduct prejudicial to the effective and expeditious administration of the business of the

Court, or alleging that a Judge is unable to discharge all of the duties of office by reason of

mental or physical disability, may file with the Clerk of the Court for the United States Court

of Appeals for the Ninth Circuit a written complaint containing a brief statement of the facts

constituting such conduct. Upon request, the Clerk of this Court will provide to any person

wishing to file such a complaint:

(a) A copy of the Rules for Judicial-Conduct and Judicial-Disability Proceedings

promulgated by the Judicial Conference of the United States, and the Ninth Circuit

Judicial Council’s Local Rules for Misconduct Proceedings;

(b) A copy of the Ninth Circuit Judicial Council’s complaint form; and

(c) A pre-addressed envelope to the Clerk of Court for the Ninth Circuit Court of Appeals,

marked “COMPLAINT OF MISCONDUCT” or “COMPLAINT OF DISABILITY.”

No judge’s name may appear on the envelope.
