C.D. Cal. L.R. 83-4.5
Student Appearance
On the law student’s behalf, the
supervising attorney must e-file in the Court’s Case
Management/Electronic Case Filing system an application as well as
all of the supporting documentation set forth in L.R. 83-4.2, 4.3, and
4.4 above, in a miscellaneous case, for the review of the Chief District
Judge. The Chief District Judge will determine whether to approve
the application for certification. Upon approval from the Chief
District Judge, the supervising attorney must move, either orally or in
writing, in advance of any proceeding for the authorization of the
presiding judge to permit the certified law student to make oral
presentations before this Court when accompanied by the supervising
attorney. It is at the discretion of each presiding judge to approve or
deny the request of a certified law student to participate in any
proceeding, subject to the limitations in L.R. 83-4.6.

Records in the 'guidance' corpus, and only that corpus, are sub-regulatory (interpretive guidelines, survey procedures) and are not binding law.
