§486.318 (b) For OPOs operating exclusively in non-contiguous U.S. States,
Commonwealths, Territories, or possessions, an OPO must meet two out of the
three following outcome measures:

Non-contiguous areas include the geographical areas of Hawaii and Puerto Rico.
