"...A psychiatric unit must ...
(d)Meet special staff requirements in that the unit must have adequate numbers of
qualified professional and supportive staff to evaluate inpatients, formulate written,
individualized, comprehensive treatment plans, provide active treatment measures and
engage in discharge planning ..."
