Interpretive Guidance § 494.180(a)(2)

The governing body, through the CEO or administrator, is responsible for maintaining sound

fiscal operations. Issues which could indicate problems with fiscal operations include (but are

not limited to) missed doses due to a lack of prescribed medications, broken equipment,

deterioration of the physical plant, or insufficient staff.
