BOP Program Statement 8562.01 § 1
PURPOSE AND SCOPE. To establish procedures and
responsibilities for the Board of Survey as they pertain to the
valuation of donated property, investigation of inventory
differences and declaration of property as excess to the needs of
an operation within Federal Prison Industries (FPI), using the
Report of Survey (FPI Form 30).
Additional guidance on the duties and responsibilities of the
Board of Survey is contained in the Property Management Manual
and the Department of Justice (DOJ) Property Management
Regulations (JPMR) for circumstances surrounding the loss, damage
or destruction of property and assessing monetary liability and
recommending administrative actions against employees.
Furthermore, this Program Statement contains guidance for
disposing of excess and surplus personal property, including
donation of educationally useful computer equipment to
educational institutions.
