PAYROLL

a. Superintendents must have the authority to recommend

appointments, changes, or termination of factory personnel

including inmate laborers. Requirements should be established

for the documentation required to support recommendations for

personnel actions.

b. Business Managers must ensure that all compensation of

employees complies with current statutory, regulatory, or agency

limitations.

c. Department foremen, managers, and timekeepers must

ensure timely, accurate, and complete attendance reporting.

d. When the payroll process is completed, the Superintendent

or Acting Superintendent will sign the inmate payroll document.

This task cannot be delegated.
