BOP Program Statement 8281.03 § 2

a. The Industrial Specialist or Manufacturing Specialist must:

■ Provide technical guidance and oversight to support their work measurement programs.

■ Designate employees to review and approve work measurement data for all manufactured

products or processes.

■ Maintain a process that ensures time studies are conducted at appropriate intervals for the

business group.

■ Ensure cost rolls are completed when time studies change.

■ Ensure pricing of products and services are adjusted when a time study reveals a

significant increase or decrease in labor costs.

■ Generate new corporate standard costs when warranted by changes in bills of materials

(BOMs), routings, or material costs.

■ Periodically review and verify that BOM and routing data is derived from and consistent

with approved work measurement data.

■ Designate a primary producing factory for each finished good item FPI manufactures and

load special procurement keys for all other factories manufacturing the same item.

(Special procurement keys direct the system to use costing data from the primary

producing factory to determine standard cost at secondary factories.)

■ Notify the Business Manager whenever the corporate standard cost is changed on any

item since changes in standard costs affect inventory values.

b. The Quality Continuous Improvement Branch (QCIB) must:

■ Provide work measurement training for Work Measurement Coordinators.

c. The Operations Manager or Program Manager at each institution must:

■ Implement and manage a comprehensive work measurement program in their factory.

■ Appoint, in writing, Work Measurement Coordinators.

■ Ensure Work Measurement Coordinators have formal training in work measurement

techniques within six months of appointment.

■ Review quarterly time study reports from the factories on time studies completed.

■ Ensure the Work Measurement Coordinator maintains accurate documentation of work

measurement data.

■ Ensure the Factory Manager maintains accurate BOMs and routings that contain

manufacturing times derived from and matching work measurement source data.

d. The Factory Manager must:

■ Review work measurement documentation and develop methods improvement

recommendations.

■ Ensure approved work measurements support all standard routings in the production

planning section of the FPI financial information system. Setup, machine, and run times

must accurately reflect work measurement and work center efficiency, defaulting to

100% unless an alternative standard is explicitly approved by the Industrial Specialist or

Manufacturing Specialist.

■ Ensure the Work Measurement Coordinator conducts time studies based on the intervals

set by the Industrial Specialist or Manufacturing Specialist.

■ Annually review the accuracy of all BOMs and routings for current production items.

■ Obtain prior approval from the Industrial Specialist or Manufacturing Specialist of all

changes to BOM and routing standard data.

■ Provide the Industrial Specialist or Manufacturing Specialist with work measurement

data to support any changes in routings.

■ Notify the Industrial Specialist or Manufacturing Specialist when job cost analyses reveal

a significant increase or decrease in material costs.

■ Provide a quarterly report to the Operations Manager on time studies and BOMs and Item

Standard Routing (ISR) reviews completed.

e. Work Measurement Coordinators must:

■ Develop and maintain standards for all products and processes using methods approved

by the Industrial Specialist or Manufacturing Specialist.

■ Maintain an approved copy of all product/process files for all locally-produced

production items.

■ Review changes in manufacturing methods and request adjustments through the

Industrial Specialist or Manufacturing Specialist to work measurement data for all

products and processes throughout the factory.
