BOP Program Statement 6010.06 § 18

Correctional institutions may enter into agreements with educational institutions (colleges,

universities, or equivalent teaching organization) to provide students, interns, and postgraduates

with clinical exposure and experience. When students, interns, and postgraduate students are

present during inmate care encounters, their role will be defined in their respective organization’s

human resources policies. When students, interns, and post-graduate students are present and

involved in inmate evaluation, they are required to appropriately identify their defined status, and

the inmate must concur with examination, evaluation, or treatment by a student.

To meet legal requirements, there are required procedures to establish a preceptorship program

that will be outlined in a Memorandum of Understanding (MOU) pursuant to authority contained

in 5 U.S.C. Chapter 41, § 4042. between the United States Department of Justice, Federal Bureau

of Prisons, and educational institutions.

The basic requirement will be an agreement on the scope of work and funding arrangements, if

applicable, between the correctional and educational institutions.

HSAs are strongly encouraged to establish preceptorship programs for health care professionals

where feasible and will contact their contracting officer for details on the procurement

regulations. Human Resources will determine background/clearance requirements for students.

Costs associated with background/clearance requirements cannot be charged to educational

institutions. An approved MOU template is located under the information section of the HSD page

on the Bureau’s intranet site.

At institutions with health professional preceptorship programs (e.g. pharmacy, nursing, APP,

etc.), the HSA will work with the appropriate Branch Chief or chief professional officer who

serves as the preceptor of record.
