a. Correctional Services. Each SMHU will be staffed with Correctional Officers in order to

appropriately conduct rounds and move inmates to all out-of-cell programming in a timely

manner throughout the course of the day and on all shifts. Ordinarily, under the direction of the

Captain, a Lieutenant is responsible for the correctional supervision of SMHUs.

b. Health Services. Ordinarily, the Clinical Director or Chief National Telepsychiatry

Coordinator assigns psychiatric providers to SMHUs. Each SMHU will have access to a

psychiatric provider.

c. Psychology Services.

MRCs. RSD will ordinarily determine the appropriate staff-to-inmate ratio for MRCs.

Secure PTP/PTU. Upon the activation of each Secure PTP or Secure PTU, RSD determines the

appropriate staff-to-inmate ratio. Specialty Program Coordinators do not carry caseloads, except

temporarily in the case of vacant positions. RSD will ordinarily determine the appropriate staff-to-inmate ratio for Secure PTP/PTUs.

d. Unit Management. Each SMHU will have at least one Correctional Counselor, one Case

Manager, and one Unit Manager assigned. These Unit Management staff members may provide

coverage across units as caseload size permits.

After consultation with the region and PSB, the Warden may submit a request for a moratorium

and temporary reduction in program capacity to the CPC when circumstances are deemed

appropriate.
