COLLECTION AND RESULTS CERTIFICATION
a. Collection. Each institution or Administrative site must have a minimum of two trained
collectors. Specimen collection at the institution level is restricted to staff in supervisory
positions.
Human Resource staff may serve as collectors at institutions. Their authority is strictly limited to
conducting pre-employment drug test collections for applicants. Human Resource staff are

prohibited from conducting staff drug test collections, including random, reasonable suspicion,
post-accident, return-to-duty, or follow-up-testing.
At Central Office, the National Coordinator will be the primary specimen collector. The National
Coordinator may choose a second collector from within the Central Office HSD.
A memorandum detailing any changes to an individual site’s collector (s) must be
communicated from the local CEO to the National Coordinator to assure appropriate
required training and certification is attained before any urine collections are initiated by
the staff in question under this program statement. Bureau collectors must be guided in this
program by the Collector's Procedure Manual, located on the Drug- Free Workplace page
of the Bureau’s intranet site.
The National Coordinator may arrange for a collection by a community provider for Bureau
facilities without appropriately trained staff.
b. Medical Review. The National Coordinator must ensure an appropriately trained physician is
available to review and make a final determination regarding all drug tests reported as positive
by the contract laboratory. This review may be provided by any of the following:
Bureau physician
Contract with another agency
A community provider
