Introduction

activein force · 2026-08-25 – presentas-observed

This chapter contains general instructions and requirements for the Fee-for-Service

Medicare Administrative Contractors (MACs). While the Centers for Medicare and

Medicaid Services (CMS) have separately contracted for direct beneficiary

communication with the Beneficiary Contact Center (BCC) contractor, MACs receive

complex beneficiary inquiries from the BCC and Regional Offices (ROs) in accordance

with National Operating Procedure NP 1.0 (complex inquiries), for response. As a

result, MACs are required to respond to complex beneficiary inquiries. This chapter

provides instructions and guidance for MACs in handling, controlling, and responding to

complex beneficiary inquiries, including Congressional inquiries written on behalf of

beneficiaries.
