The carrier transmits form CMS-2590 to CO via PC or terminal. It uses instructions in the
CROWD User Guide available via the CMS Enterprise Portal.
The report is due as soon as possible after the end of the reporting month but no later than the 15th
of the month following the end of the reporting month.
