S.D. Medicaid Billing and Policy Manual, Hospice Services, Non-covered Services
Non-covered Services
General Non-Covered Services
Providers should refer to ARSD 67:16:01:08 or the General Coverage Principles manual for a general
list of services that are not covered by South Dakota Medicaid.
Non-Covered Hospice Services
Volunteer Physician Services
Physician services provided on a volunteer basis are not covered. In determining which services are
furnished on a volunteer basis and which are not, a physician must treat Medicaid recipients on the
same basis as other patients in the hospice. For example, a physician may not designate all physician
services rendered to non-Medicaid patients as volunteered and at the same time seek payment from
the hospice for all physician services rendered to Medicaid patients.
A physician who is designated by a recipient as the attending physician and who also volunteers
services to the hospice is considered an employee of the hospice pursuant to 42 CFR 418.3. Physician
services unrelated to the recipient’s terminal illness are reimbursable for providers that meet this
criteria.
