Reopening by board action

At any time prior to the issuance by the Board

of its decision in a proceeding, the Board, after notice to the participants, may without motion reopen the proceeding for the reception of further evidence, if the Board

has reason to believe that conditions of fact or law have so changed as to require, or

that the public interest requires, the reopening of such proceeding.
