Procedure to apply

Formal proceedings before the Board are civil administrative proceedings. The proceedings shall conform generally to these rules and to such

other rules of procedure as may be adopted by the Board, as authorized by Article

III, Rule 4(d)(4) of the Supreme Court Rules.
