Upon representation in
writing by any person to the Presiding Justice of the Superior Court, the Chief
Judge of either the Family or District Courts of his or her inability to obtain
counsel in connection with a claim or complaint against an attorney authorized to
practice law before such court arising out of said attorney's practice of law, the
Presiding Justice or the Chief Judge shall appoint an attorney to represent such
person at the latter's cost and expense. In the case of indigent complainants, the
Presiding Justice of the Superior Court or the Chief Judge may refer the complaint
to an appropriate agency, or, in their discretion, appoint an attorney for the

without compensation. Any attorney so appointed shall not withdraw from such
