AND NOW, this fu day of May, 2023, to permit the installation of, and the migration

of all existing court records into, the C-Track case management system, and to ensure and

appropriately regulate access to the Court, it is hereby ORDERED, ADJUDGED, and DECREED

as follows:

I. The Prothonotary, the Register of Wills, and the Clerk of the Orphans' Court for

(henceforth referred to as "the filing offices") shall be closed to all but emergency and

essential filings starting on Thursday, June 15, 2023, at 12:00 p.m. and ending on Tuesday,

June 21, 2023, at 8:30 a.m.

a. Emergency and essential shall be defined as the following:

1. Petitions filed pursuant to the Abuse Acts (23 Pa.C.S.A. § 6101 et seq. and

42 Pa.C.S.A. 62A01 et seq.);

11. Emergency Guardianship Petitions and Orders;

111. Residential and Non-Residential Landlord-Tenant Appeals from the

Magisterial District Judges;

1v. Petitions and Orders granting preliminary injunctions pursuant to Pa.R.C.P.

1531; and

v. Appeals to the Superior Court, Commonwealth Court, and Supreme Court

of Pennsylvania.

2. Beginning on 12:00 p.m. on Thursday, June 15, 2023, all new filings accepted by the filing

offices shall not be recorded in the legacy court management system, "FACTS," or scanned

into the legacy document management system, "OnBase." Any filings accepted by the

filing offices shall be recorded on paper index or held for recording in the C-Track case

management system on Tuesday, June 20, 2023, at 8:30 a.m. or thereafter.

3. Beginning on 12:00 p.m. on Thursday, June 15, 2023, all payments accepted by the filing

offices shall not be recorded or receipted in the legacy court management system. All

payments and/or receipts shall be recorded and/or generated manually on paper and shall

be later recorded in the C-Track case management system on Tuesday, June 20, 2023, at

8:30 a.m. or thereafter.

4. All outstanding filing and document scanning for filings accepted prior to June 15, 2023,

shall be recorded in the legacy courts management system, and scanned prior to 12:00 p.m.

on June 15, 2023.

5. All filings submitted on June 15, June 16, and June 20, 2023, shall be processed and

scanned into the C-Track case management system by the close of business on Thursday,

June 22, 2023.

6. For the purposes of filing of documents under any applicable rules of court, filings that

were required to be submitted no later than Thursday, June 15, 2023, shall be deemed

timely if filed before the close of business on Wednesday, June 20, 2023.

It is further ORDERED that the District Court Administrator is directed to post a copy of

this Order on the entry doors to the Courthouse and at the entrance to the Prothonotary and Register

of Wills. A copy of this Order shall be transmitted to the Washington County Bar Association for

distribution to its members via email.
