Lancaster Cnty. C.P. Rules of Orphans' Court Rule 15.3
Voluntary Relinquishment to Adult Intending to Adopt Child
A. Individuals who have acted as intermediaries shall appear at the hearing
unless excused by Court.
B. The Court may allow a relinquishment or termination of parental rights by one
parent to be conditioned upon relinquishment or termination of parental rights of the
other parent of the child intended to be adopted.
