Scope, construction, and application of rules
These rules shall be liberally construed to secure the proper and efficient administration of the business and affairs of the court and to promote and facilitate the administration of justice by the court. These rules cover the practice and procedure in all actions in the justice courts of all judicial districts where no local rule covering the same subject has been otherwise approved by the supreme court. The court may in its discretion, suspend, modify, or disregard in order to achieve judicial economy and the ends of justice.
