Nev. Const. art. 13, § 2
State prison: Establishment and maintenance; juvenile offenders
A State Prison shall be established and maintained in such manner as may be prescribed by law, and provision may be made by law for the establishment and maintainance [maintenance] of a House of Refuge for Juvenile Offenders.
