N.J. Const. art. XI, § 4, ¶ 13
Appropriations made by law for judicial expenditures during the fiscal year one thousand nine hundred and forty-eight, one thousand nine hundred and forty-nine may be transferred to similar objects and purposes required by the Judicial Article.
