N.D. R. Ct. 1.1

Scope

Consistent with subject matter jurisdiction, these rules apply to all trial courts of this state in all civil, criminal and juvenile cases, and to all appellate courts of this state unless a specific appellate rule, supreme court administrative rule, or supreme court order applies.
