Me. Const. art. IV, pt. 3, § 5
Shall keep a journal; yeas and nays
Each House shall keep a journal, and from time to time publish its proceedings, except such parts as in their judgment may require secrecy; and the yeas and nays of the members of either House on any question, shall, at the desire of 1/5 of those present, be entered on the journals.
