Cecil Cnty. Cir. Ct. Criminal DCM Plan 2.6
Except for the most compelling of ethical reasons, in criminal cases, appearances of
counsel will not be stricken without a substitution of counsel or affirmative, voluntary, intelligent
waiver of counsel by defendant. Consent of the defendant must be on the record, in open court.
