Md. Admin. Order of 2021-11-23 (Updated Administrative and Procedural Guidelines of the ...) 1.2
The following terms have the meaning set forth hereunder, except as expressly otherwise
provided or as may result from necessary implications:
1.2.1. “Recommendation” means the recommendation made to the Commission by Bar
Counsel pursuant to Maryland Rule 19-714 or the Peer Review Panel pursuant to
Maryland Rule 19-720(e).
1.2.2. “Respondent” has the same meaning as “attorney” as defined in Maryland Rule 19-
701(b).
