Ky. Sup. Ct. Order 2024-07 § 1
Authority, Application, and Scope
(1) These rules are adopted pursuant to the authority granted the Kentucky
Supreme Court:
(a) By Section 116 of the Kentucky Constitution to prescribe rules for the
appointment of commissioners and other court personnel and to
promulgate rules of practice and procedure for the Kentucky Court of
Justice; and,
(b) By KRS 31A.010(8) to make such rules, regulations, and accounting
procedures as it may deem necessary for the appointment, conduct, and
other matters relating to the master commissioner or receiver.
(2) These rules shall apply to all cases and proceedings referred to the master
commissioner of the circuit court, including but not limited to judicial sales,
settlement of estates, receiverships, and special proceedings.
(3) No local rules, practices, procedures, orders, or other policies of any circuit may
conflict with or controvert these rules; further, to the extent that any such local rules,
practices, procedures, orders, or other policies are inconsistent or otherwise conflict
with these rules, these rules shall prevail.
