5. What is MFA?

a. Multi Factor Authentication (MFA) is the use of more than a single factor, like

a password, to authenticate a user’s identity. Typically, it involves a device

the user would have in their possession that can scan their face, fingerprints,

or receive/display a code as validation.

b. MFA was implemented in JEFS on September 13, 2026.

6. Why is MFA needed?

a. The Judiciary Electronic Filing System (JEFS) contains sensitive case data

that must be protected. In today’s world, a single password is not recognized

as sufficient security. The use of JEFS MFA is a cybersecurity measure

needed to protect sensitive information.

7. If I have a JEFS account, what do I need to do?

a. As of September 13, 2026, all JEFS users must have a myHawaii.gov account

for identity validation and that account must be linked to their JEFS account

for access to JEFS functions.

b. Step 1: Go to myHawaii.gov and register for an account. See FAQ Question

#5 for instructions.

c. Step 2: Link your myHawaii.gov account with your JEFS account. Linking is

done in the JEFS application by clicking on the “Link My JEFS Profile to

myHawaii” text in the header on the JEFS homepage.

8. If I don’t have a JEFS account, what do I need to do?

a. Please review who may request access in JEFS on this page JEFS eFiling

under JEFS Use and Registration.

b. To create a new JEFS account, users should click the Login button on JEFS,

complete the MyHawaii.gov account set up and when you get to the Link Your

JEFS account screen, select Register for a JEFS account on the right side of

the page.

c. Provide the account information. If the account is to be part of a JEFS firm,

please get your firm ID from your Organization Administrator and enter it in

the Business/Org field.

9. How do I get a myHawaii.gov account?

a. All JEFS user accounts will need to have a myHawaii.gov account.

b. You may create an account directly by going to myHawaii.gov. Or if your JEFS

account is not yet linked, clicking the Login on JEFS will take you to

myhawaii.gov where you can create the account you want linked to your JEFS

account.

c. Support for setting up a myHawaii.gov account is provided by myHawaii.gov.

Please go to their website or contact myHawaii.gov at info@ehawaii.gov for

assistance with any issues with set up.

d. The myHawaii.gov account does NOT need to be the same email account as

the primary account on the JEFS account. The JEFS primary account

determines where NEFs (Notice of Electronic Filings) will be sent and does

not relate to the myHawaii.gov account.

e. The myHawaii.gov account will require some form of user validation that

involves a unique device, such as a phone, mobile phone, tablet, etc.

10. What about Document Subscriptions?

a. As stated above, access to JEFS, including document subscriptions users,

require a linked myHawaii.gov account as of September 13, 2026.

b. Sharing: In the case where a Document Subscribing account is shared

among staff at an office/firm, all staff must have their own JEFS account.

c. Sharing Form: All accounts that are to be shared, must be provided to the

Judiciary for grouping with the Document Subscription account via this Form:

JEFS-DS Groups Form

d. IMPORTANT NOTE: When you renew your subscription, you will need to

resubmit this form including all accounts.

11. What if I have trouble – who do I contact?

a. For issues with the myHawaii.gov account, do not contact the Judiciary.

myHawaii.gov has support documents, chat and phone/voice service to

provide support for account set up.

b. The go live JEFS MFA email and phone line were discontinued on Sept.25

c. Please contact your circuit’s help line. Email and phones numbers are

available in this section of the eFiling page

12. How do I file for my attorney using my own JEFS account?

a. Legal assistants and staff can separately register for JEFS access as (Role)

Firm Staff and link it to their own myHawaii.gov account.

b. JEFS users who belong to the same JEFS business/organization are able to

see cases and file on behalf of their firm’s attorneys. This is set on the

Manage My Profile screen in JEFS.

i. Contact your JEFS Organization Administrator to ensure the correct

Org Cod and to have your account activated.

c. Please note that Firm Staff accounts do not receive NEF emails for all filings

in case as the attorney on record does. However, they will receive a courtesy

notification of filings submitted under their own accounts.

d. Additional information on Firm Staff and Organization Administration is

available here: https://www.courts.state.hi.us/civiljefsinfo

13. What changes when I start logging in as Firm staff?

a. Manage Cases and Manage Payments: Since your new Firm Staff JEFS ID

will not be on any cases, when you select Manage Cases or Manage

Payments, you will need to select All Firm Cases (or All Firm Documents) to

see the visible cases for the attorney(s) in your JEFS Organization.

b. Notices of Electronic Filing (NEF): These will continue to be sent to the

primary and secondary emails listed in the attorney’s JEFS account.

Additionally, as the filer, Firm staff will also receive a copy of the NEF ONLY

for the docket filed they filed using their Firm Staff JEFS ID. It will be sent

using the primary email address on their account.

c. Filing: Firm staff will have the option to Submit Filings on Existing Cases (See

9b). If you do not have this option, there are a few possibilities:

i. Your Firm Staff JEFS account is not part of a Firm.

ii. Your Firm Staff JEFS account has not been approved by your Firm’s

Organization Administrator.

iii. Your Firm does not have an attorney JEFS ID in the firm.

d. When submitting a filing, select the attorney on the case from the drop down.
