Merchandising Plans are not Gambling
MERCHANDISING PLANS ARE NOT GAMBLING
Sections 1401 through 1405 do not apply to any plan for stimulating public
interest in, or sale of, merchandise, services, or exhibitions unless the plan requires
the chance to win a prize be paid for in money or something of actual pecuniary
value or that some items be bought or to any lottery under state control for the
purpose of raising funds.
