Scope, purpose and construction
(a) These Rules govern the procedure before the Commission on Mental Health and the Superior
Court of the District of Columbia pursuant to D.C. Code §§ 21-501 ― 592 (2004 Supp.), procedures
before the Court pursuant to D.C. Code §§ 24-531.07(b) and (c)(2) (2005 Supp.), and procedures to
transfer prisoners to mental institutions pursuant to D.C. Code § 24-502 (2001 Supp.).
(b) These Rules shall be construed to provide both for the protection of the rights of individuals
with mental illness and the welfare of the community.
(c) The Rules may be known as the Superior Court Rules of Procedure for Mental Health, and
may be cited as Superior Court Rules — Mental Health, or SCR MH.
