CONDUCTS OR ATTEMPTS TO CONDUCT A FINANCIAL TRANSACTION
“Conducts or attempts to conduct a financial transaction” includes,
but is not limited to, initiating, concluding, or participating in the initiation
or conclusion of a transaction.
