ISSUER (FINANCIAL TRANSACTION DEVICE CRIMES)
“Issuer” means any person or banking, financial, or business
institution, corporation, or other business entity that assigns financial
rights by acquiring, distributing, controlling, or cancelling a financial
transaction device.
