Newborn Child’s Health or Welfare Threatened by Substance Use
A newborn child’s health or welfare is threatened by substance use if, as a result of
a parent’s substance use:
(1) A newborn child’s health or welfare is directly threatened; or
(2) The parent would be unable to care for the child properly.
