Prospective Harm
Even in the absence of any past harm to the child, you may find that the child lacks
proper parental care or that the child’s environment is injurious to the child’s welfare if
you find that, based on [description of respondent]’s (past conduct) (or) (current
circumstances), the child is likely to be harmed in [description of respondent]’s care.
