AllHealthFirstColoradoprovidersusingtelemedicinetodeliverHealthFirstColoradoservicesmustemployexistingquality-of-careprotocolsandmemberconfidentialityguidelineswhenprovidingtelemedicineservices.Healthbenefitsprovidedthroughtelemedicinemustmeetthesamestandardofcareasin-personcare.Record-keepingshouldcomplywithHealthFirstColoradorequirementsin10CCR2505-10,Section8.130.2.

Transmissionsmustbeperformedondedicatedsecurelinesormustutilizeanacceptablemethodofencryptionadequatetoprotecttheconfidentialityandintegrityofthetransmission.Transmissionsmustemployacceptableauthenticationandidentificationproceduresbyboththesenderandthereceiver.Providersoftelemedicineservicesmustimplementconfidentialityproceduresthatinclude,butarenotlimitedto:

Specifyingtheindividualswhohaveaccesstoelectronicrecords

Usinguniquepasswordsoridentifiersforeachemployeeorotherpersonwithaccesstothememberrecords

Ensuringasystemtoroutinelytrackandpermanentlyrecordsuchelectronicmedicalinformation

Advisingmembersoftheirrighttoprivacyandthattheirselectionofalocationtoreceivetelemedicineservicesinprivateorpublicenvironmentsisatthemember'sdiscretion
