Obstruction of Highways
, the defendant in this case, has been charged with the crime of obstruction of highways.
To prove that the defendant committed this crime, the state must prove beyond a reasonable doubt that the defendant knowingly [placed, dropped, or permitted to be dropped on a highway any substance that created a substantial risk of physical injury to others using the highway] [rendered a highway impassable or passable only with unreasonable inconvenience or hazard].
